Each compass cell points to another cell in the given direction (all point South) that contains identical difference and/or doubling dots (or lack thereof), with the distance to that copy given by the cell's digit.
In the finished puzzle, each compass cell is identical to its copy (with the possible exception of its contained digit).

Notice how each cell that has a compass direction or
?? is identical in its constraints (dots, even/odd marks, arrow-paths/tips/circles, thermometer paths/tips/bulbs, etc.) to its target cell, which is determined by that direction and by the distance given by the digit in that cell.
