Digits in row 1 index the row in which the 1 appears for the corresponding column. Digits in column 1 index the column in which the 1 appears for the corresponding row. Similarly, 9's are indexed in row 9 and column 9. For example, a 4 in r5c1 will place a 1 in r5c4 and a 5 in r1c4.
Digits in small circles must appear in (at least) one of the cells touching the circle.
Digits in "Vault" cages may repeat. Digits orthogonally adjacent to a Vault may NOT be included within that Vault.

Very much starting to enjoy indexing after it clicked 5-10 indexing puzzles ago.

i cannot begin to imagine how it is possible to construct something like this.
as for the solve, at first it looks like you have nothing at all to go on, but if you work the basic sudoku hard, and get to the point where the indexing kicks in, it becomes relatively straightforward ... assuming you have good familiarity with indexing puzzles.

Maybe I'm just not used to constraints, but that felt harder than a 2 to me. However, it felt very good to get it right! What a fun Puzzle. Thank you for sharing!
