Does anyone have a guess what the 25's and the 12's stand for, I wonder?

Rules:
Normal chaos construction sudoku rules apply.
Clues are X-sums: the first X digits in the corresponding row/column from that side add to the clue, where X is the first of those digits. Those X digits are also all in the same region, and the next digit afterwards is in a different region.

FYI the puzzle is solvable with a unique solution if the clue on the bottom of column 4 is a 28 instead of 26. I figured that out after I solved the puzzle in 45 minutes and my solution code was wrong. Lol I read the clue incorrectly the whole time
