A clue outside the grid indicates how many times the corresponding line shape (i.e. a cross, branch, straight line, or turn) appears in the corresponding row or column, irrespective of the line shape's rotation.
In the gray ring, every possible line shape must occur exactly once in every possible orientation (one empty cell, one cross, four branches, two straight lines, and four turns). The possible line shapes are shown to the right of the puzzle.

Wow that was rather a mindblowing puzzle overall!
Took me like almost forever to grasp the main logic in the middle without like excessive bifurcations, and despite running into wrong conclusions at some point, I managed to recover and finally achieve the desired breakthrough x)

Immensely rewarding solve path. I struggled at first but eventually pared options back enough to break the dam and it flowed very nicely after that.
