The external numbers are the sum of the X nearest numbers, with X being the cell adjacent to the hint.

7Y/9+1 = Y multiplicated by 7, then divided by 9, then add 1 to the result.

In addition some (but not all) white kropki dots are given, they join consecutive cells.
