Brilliant idea, and as I mentioned in a hidden comment, the actual ruleset is perfect to encode as a mystery puzzle! In my opinion, there were different reasonable rulesets that could be interpreted from the example puzzle and main grid layout that wouldn't be easy to disambiguate. And as always you have a nice solution code that took me a couple cracks to get correct! Thanks for the puzzle, and hope to see more mystery puzzles from you soon!

Thank you, glad you enjoyed it, even as you're right that the example puzzle was just not strict enough, but at this point, I think it's too late to change it, in fairness to all those who attempted it, sucessfully or not. As for a new instructionless, well, I do have one, and I'll be posting it imminently!

I wouldn't deactivate it. Just because it isn't everyone's cup of tea doesn't mean it isn't a good puzzle and no one will enjoy solving it.
I'm typically pretty bad at these sort of puzzles, but I do have some ideas to look at. It's nearly midnight my time and I'll come back to it.

How about the rules being : r1c1 = 1, r1c2 = 5, … ?
I mean, there must exist some long enough, deliberately designed rules so that the small puzzle is solvable while the big puzzle is not, or have arbitrary solutions, which makes “guessing” the rules pointless.

Thank you for commenting. I assure you that the rules are minimal, that the big puzzle is solvable using them, and that the solution code is not arbitrary
Same thing happened to me with another, well rated Intructionless, where I was able to solve the small puzzle using the rules I thought I found, and yet somehow it broke the big puzzle. It just seems to me like it's the nature of these beasts that some people will just not see anything at all, other will see some, but not enough, and others will go too far and see rules that are not there, and surely there must be some satisfaction to be had in finding what nobody else seems able to find
Still though, I was hoping this thing would have at least one solve by now, and if by tomorrow it still doesn't have one and only seems to be able to elicit this kind of reaction, then ok, I will deactivate it

Is figuring out the rules and solution code part of the puzzle or did you forget to include some info here?

It is all part of the puzzle, yes. There's just something that I find appealing about puzzles with no words, no presentation whatsoever, but it seems like I'm a rarity in that regard!
Also please feel free to see my reply to the other comment above if you were feeling similarly frustrated :)
