Wow! One of my favorite puzzles of all time! Only thing I'd comment is your example isn't accurate (and it caused me a lot of confusion) as some of the clues don't properly show the outside border.

Fantastic puzzle! I found it very hard to start, but after some key deductions, the regions almost built themselves. The endgame sudoku was easy, which I enjoyed after the hard region building. Thank you for this masterpiece.

The clue above Column 1 has two vertical lines, so I expected at least one of the clues on the left of the grid to match it. Because none of them do, should I assume that clues don’t always represent all of the borders in a cell? And does this mean that a clue with a 1 or 0 doesn’t necessarily include a border representing the outside of the grid?

I've added an example. Note how the example also has a clue above Column_1 that does not appear to the left of the puzzle. Each clue represents all of the target cell's borders, including the outside grid borders.

Very well set puzzle. Took me a while to get comfortable with the ruleset, but after making some deductions the rest followed fairly naturally.

This was truly a joy to solve. Start to finish. The break in/ beginning of the puzzle is more taxing than the latter bits of solve, but every step is so clean and the ruleset is magnificent. Great, novel CC puzzle. Thank you!!

Started this puzzle thinking I had no chance. About 2 hours later, I triumphantly entered my last digit. What an incredible puzzle, maybe my favourite ever. A gorgeous solve path, magnificent logic and a beautifully unique ruleset. Excuse me while I now go attempt every puzzle you've ever created.
