Dutch Flat Mates (Look-and-Say)

Initial Setter Difficulty: 2.5/5, but closer to 2/5 than 3/5.
Normal Sudoku rules apply
Place the digits 1-9 so that they do not repeat in any row, column, or 3x3 box.
Dutch Flats
Every 5 in the grid must have a '1' directly above it or a '9' directly below it. It may have both, but it doesn't need both.
Look-and-Say Cages
The number in the top left of the cage is split up into pairs. Each pair should be read as 'there are X Ys in the cage'. For example, if you had a cage that was labeled '1432', there would be one of the digit 4 and three of the digit 2 in the cage.
Apologies
The Christmas Day Flat Mate was released with a minor issue, and I did a repair on Christmas Day. Sadly, in part due to the fiddly nature of setting with Dynamic Fog and having a busy Christmas, my repair broke the puzzle as I had missed a fog reveal and it was logically unsolvable for nearly a week. I would encourage you to have a look at it now that it is fixed.

I received Wheels variants from Jobo and Crusader175 on the same day, and we nearly had a double feature last week. Instead Jobo kindly remade his puzzle with a twist on the Wheels rules, and it's a great puzzle to look forward to.
Hint to start
Flat Mates in the big cage that starts in box 2.
I have removed the list of previous puzzles in the series, as I've noticed it is starting to affect the LMD search function. The plan is to eventually list the Dutch Flat Mates on a linked spreadsheet, and ideally edit the LMD pages of the older puzzle pages too. For what it's worth, this has been a weekly series since '18 Oct 23' and is the 66th consecutive Wednesday!

There were some tricky spots to this one. I'm impressed how this all falls together at the end, must have been quite the challenge to set.

My first look and say puzzle, but I found it to be very fun and engaging, and I had lots of opportunities to color which is nice.
I found it to be 2 stars. Nicely challenging at my skill level.

Closer to 3* for me as well. I still was stuck at a few spots even though I had some Olli Wright inspiration. :)
But then again it might be my difficult relationship with look-and-say clues.
