Gerrymandering: Divide the grid into 7 equal districts (regions) such that orange cells win a majority of the districts. A district is won by containing more colored cells than non-colored cells. Additionally, no district may fully occupy a 2x2 region.

Opposition Leaders: Denoted by a green circle, if an opposition leaders' cell falls within a winning district, its digit must be greater than all orthogonally adjacent digits. In a losing district, its digit must be smaller than all adjacent digits. Digits in green circles may not repeat.

Digits on pink renban lines form a non-repeating consecutive set of digits in any order.
