I set this puzzle as a Secret Santa gift to mnasti2. He mentioned in his wish list that he enjoys slingshot and full rank, so I knew what I had to do. :-D
Rules:
Fillomino: Divide the grid into regions so that no two regions of the same size share an edge. Enter a number into each cell equal to the size of its region. In this puzzle, regions cannot have a size that is greater than 9.
Full Rank: Reading the rows and columns from both directions yields 36 9-digit numbers. Those numbers must all be different. Ranking those numbers from lowest (1) to highest (36), a number placed outside the grid represents where in the ranking that row or column (read from the direction of the clue) lies.
Slingshot: If a bent arrow is present in a cell, the number in the cell the arrow comes from also appears in the direction of the arrow at a distance of N cells, where N is the number in the arrow's cell.
Lösungscode: Row 7 and column 7, altogether 18 digits.

Super cool puzzle! It is mindbending at first but unfolds nicely.

Made the rules more accurate.

unless I'm being stupid, there are issues with how the rules are written. 1) "a digit placed outside the grid represents where in the ranking that row or column (read from the direction of the clue) lies.". However the ranking is supposed to be up to 2 digits (1-36), not 'a digit'. 2) the top row arrow pointing outside the grid is supposed to indicate some digit being outside the grid (unless a 1 in an arrow cell would point to the arrow cell itself, in which case this should be clarified as it's non standard), and the quote I referred to above confirms that this is indeed considered to be 'outside'. However the rules also state that "If a bent arrow is present in a cell, the digit in the cell the arrow comes from appears in the grid ... ". It can't be simultaneously inside and outside the grid.

Reply: You're right, thanks for pointing it out. I've made a better version of the rules now, and will make new solving links once I've got time. Still there's an issue with the fact that there aren't any actual cells outside the grid, but I think it's still easy to understand what to do. When I first posted the puzzle I considered explaining in more detail what to do with the outside clues/numbers, but I decided against it, since making the ruleset look more complicated would only make it more confusing to most solvers. Sometimes being less accurate more effectively communicates your message.
