Normal Sudoku rules apply.
Place the digits 1-9 so that they do not repeat in any row, column, or 3x3 box.
Dynamic Fog
In this puzzle, correctly placed digits will reveal that cell only. Some key deductions will uncover more fog. No guessing is required.
Arrows
The value of digits along an arrow must sum to the value of the digit in the corresponding circle. Digits may repeat if allowed by other sudoku rules.
Counting Circles
If a digit is in a Circle, exactly that many instances of that digit must appear in Circles. Arrows Circles COUNT as Circles

Hint to Start
There are no Circles in Column 9 and Row 9, combining this with the total minimum arrow sum values in Row 1 causes tension.

I rated this 2/5 difficulty.
Neat idea to combine (dynamic) FOW with counting circles. I am fairly novice/intermediate at counting circle puzzles, and found that the hint could be deduced fairly easily (within a minute or so, without assistance).
Puzzle was straightforward through the rest of the solve.
Also, I thought the logic in box 5 (end of solve) when disambiguating arrows/circles values was very nice.
In the past, I have had mixed opinions on counting circle puzzles, but I think this was a good use of them.
