Normal Sudoku Rules Apply.

Using the pen tool, draw a loop which moves orthogonally between centers of cells. The loop may not branch or intersect itself. The loop must touch the center of every circle. The loop may turn or move straight through a circle, either option is valid. The loop acts like a Dutch Whisper.

Counting Circles:
A digit in a circle indicates how many circles contain that digit.

Dutch Whispers:
Adjacent digits on a Dutch Whisper must differ by at least 4.

Inequality "<":
An inequality symbol between two digits points towards the smaller digit.
