Rules:
Normal Sudoku rules apply.
Digits *may* repeat in cages if allowed by other rules. The sum of digits in each cage must be a two-digit number that acts as a valid partial look-and-say clue for that cage. For example, if the sum is 21, there must be exactly two 1s in the cage along with any combination of other digits.

Amazing, super clever setting. One of the harder puzzles I've managed (93 minutes!) but I enjoyed every bit of it. Thank you!

Wow, even after tackling the restrictions on sum-look-and-say duality, I found this to be properly difficult. Some pretty in-the-weeds sum and cage logic. Really impressive setting though. Bravo
