Inspired by juggler's Sushoku series.

Sushoku rules:

• Place digits from 0-9 so that they don't repeat in any row or column.
• Each row and column must make valid equations and/or inequalities when read left to right or top down, respectively.
• Horizontal or vertical streaks of cells without a symbol in between represent multi-digit numbers, and they may not start with a zero.
• Cells with red circles contain the same digit.
