SUDOKU rules apply.
Clues outside the grid are
SKYSCRAPER clues, indicating the number of cells seen in that direction wherein cells of larger value block cells of equal or smaller value.
The moon contains an
EVEN value.
Place
WEREWOLF cells into the grid so that there is exactly one Werewolf cell in each row, column and box; each Werewolf cell must contain the digit that matches its Box number (counted from left-to-right, top-to-bottom); the value of a Werewolf cell is unique from other Werewolf cells and is selected from the remaining digits within its box (e.g. if the digit 1 in Box 1 has a value of 4, the digit 2 in Box 2 could have neither a value of 2 nor 4).
The value of cells within a
KILLER cage must sum to the number in the top-left corner (if given).
The grid is partially covered in
FOG; placing correct digits will clear the fog from the surrounding area.
Digits at the bottom of the grid have been provided for tracking purposes.
INTRODUCTION:
Introducing: the "Werewolf" cell! No longer do digits need to be caged by their box, for as the moon rises so too does their secret inner value rise to the surface. Beware... and Happy Halloween!

Absolutely fascinating puzzle! What a great way to introduce another type of modifier to the Sudoku world.
