Digits along an arrow sum to the digit in the circled cell.
For a digit N, exactly N of its instances have an identical digit a king's move apart. Two of the digits 1-9 (which must be deduced) do not obey this rule.

An amazing puzzle! I think this is my new favorite ruleset. I solved this right after The King, and it felt more like a 4* to me. I didn’t rate the difficulty, though, because I may have just been missing things. The only part of this puzzle that I did not like is the rules are almost identical to The King, except that in that puzzle, the ‘rebel’ cells are anti-king. I went into this puzzle assuming the same. There’s nothing wrong for this change of rules, but maybe add a disclaimer to the start of the rules? Thankfully, this only set me back about 2 minutes and wasn’t an issue. Other than that, this puzzle was a blast to solve.
