Blue dots separate orthogonally adjacent digits that are in a 1:3 or 2:3 ratio.
Red dots separate orthogonally adjacent digits that are in a 3:5 or 5:8 ratio.
ALL RED AND BLUE DOTS ARE GIVEN.
the digit to the left of a “<” sign is lower than is the digit to the right of the sign.
Fog is cleared by placing digits: Correctly placing digits clears the fog around the cell. No guessing is required.

I was taken aback by the ratio rules at first, but they worked out really nicely.
I can't answer your question, but can you tell me what software you use to set this?
I used Eric Fox’s F-puzzles and Sven Neimann’s Sudokupad, working back and forth. Once I got the grid fixed I had to download “Tampermonkey” to tweak the code on F-puzzles to allow the fog light. It’s all beyond my comprehension, and I don’t know what software is involved.
I’m really happy you were “taken aback by the ratio rules.” I enjoy inviting people to think outside boxes. You might enjoy my other puzzles.

Thank you. I put the negative constraint in all caps in the Sudokupad version. I frequently have to go back and read the rules.
