Rules:
Place the digits 1-9 once each in each row and column of the current grid.
Additionally place 1-9 in each 9-cell region. The 9-cell regions have been broken and shuffled, but the fragments of each region could be reshuffled into a 3x3 box using translation and rotation. No fragment has been placed next to any other fragment of its original box.
Digits in cages sum to the small number in the corner.
Digits separated by a white dot must have a difference of 1.

Could you please clarify if the digits 1-9 in each row and column are for the rearranged completed jigsaw or as they are now?
DM: Good questions. Row and Column logic applies to the fragments as they are now. No need to re-assemble the puzzle except to determine which fragments share regions.
