I concur with Blashyrkh, good to see new ideas, but it felt like too much "mental paperwork" to keep track of the differences, work out the options and translate back to the cells, and unfortunately I imagine a 9x9 with more potential differences may exaggerate that

Alright so this is pretty much the first derivative of whisper lines :D
Despite the low rating I gave it a try to see how it feels. I have to say this rule is quite mind-bending, but not in a good way. Conclusions feel too case-bashy to be satisfying.
Please don't be discouraged too much, you definitely deserve a thumbs up for trying novel things :)

3156 has differences at least 2? Isn't the difference between 5 and 6 less than 2? Or am I confused about something?
The lines are about the differences of the differences. Meaning that if you want to asess the line with 3156 you look at the differences between the digits, which are 2,4,1 in this case and then you act like these numbers are on a normal dutch whispers line. So because 2,4,1 have always differ by at least 2, this is fine. Hope this explanation helps! -Elytron
