Grey lines are palindromes.
A digit in one of the surrounding 4 cells of a circle must "appear" in that circle. A digit that appears in a circle also counts how many circles that digit will appear in.
(For clarification if a circle has a repeated digit it only counts once. So a circle that has two 1s around it is allowed as long as no other circles have a 1 around it.)
