Rules:

Regular sudoku rules apply; place the digits 1-9 in every row, column, and 3x3 box exactly once each.

Regular lockout line rules apply; a thin blue line's diamond endpoints must differ by at least 4, and digits along the line between the diamonds must not be between or equal to the digits in the diamonds.

Regular region sum line rules apply; digits on each thick blue line must have the same sum within each 3x3 box the line passes through. Different lines may have different sums.

The inequality symbol points to the smaller digit of the two it connects.
