A cell with an arrow (or arrows) indicates how many cells in the indicated directions combined that do not belong to the same region as that cell.
A 6x6 example is provided:

Superb! I could not finish the region building before using some advanced sudoku tricks, so I think the puzzle was very well balanced. Thank you

This is very cool puzzle! Either I am getting old, or the sudoku variants are getting harder :)
PS: I can not agree with the other solvers: for me, the region construction part was harder than the sudoku part.

I had a little trouble with the irregular sudoku part but finally I solved it. 4.5 difficulty for me

The region solving was very smooth up until the last regions, but the irregular sudoku was BRUTAL. Took me nearly 3 hours and using letter techniques to solve it. Great puzzle nonetheless!

I found the region constructing smooth until the final 3 regions. The irregular sudoku also was smooth for the first 4 distinct digits but then I hit a roadblock. Combining the two gave the answer. A tough but beautiful construction.

The region building was really run, and then the irregular part reminded me why I barely solve sudokus anymore =)

I found it amusing when some solvers said the region construction part was mostly smoother than irregular parts, for me both parts were rather consistent throughout, especially the irregular parts towards the end that helped forcing the final regions. Still had fun solving it overall :)

Genius setting! 3* for region construction, 7* for the irregular sudoku, so overall 5* difficulties in average.

Very interesting variation on the rule set, and surprisingly approachable too - the final sudoku was maybe a bit more challenging than the region building.

Fantastic puzzle! I thought I'd broken it for quite a while, then realized I missed a possibility. It kept tough through to the end, but was never unfair.
