This is my first-round puzzle from the Sudoku Skunkworks March Madness Speed Setting Competition.
Normal sudoku rules apply.
Parity Party: A clue outside the grid gives the sum of digits in that row or column from the clue's position up to and including either the first even or the first odd digit encountered. A clue less than 10 might just equal the first seen digit.
Counting Circles: A digit in a circle indicates exactly how many circles contain that digit. For example, if there is a 5 in any circle, then exactly 5 circles contain a 5.
