Normal sudoku rules apply.
The blue cages are "pacifist cages" - digits CAN repeat in a cage, and the set of all digits in a cage (not including repeats) cannot contain any subset which sums to the number in the top left corner of the cage. For instance, a 5-cell pacifist cage with an 18 in the corner could be 1 2 3 9 9, as the set {1, 2, 3, 9} does not have a subset which sums to 18, even though 9+9=18.

I like the repeating idea which is basically rellik cages with less of a size constraint. Very cute idea and well executed
