Sea Level Rise Sudoku

Rules

Normal Sudoku rules apply.

The grid represents a landmass and the surrounding sea.
There is a global sea level set at an integer value between 1 and 9 (to be deduced).

Cells outside the Sudoku grid contain no digits and are flooded (ocean)

Any cell with a digit higher than or equal to the sea level is dry land

A cell with a digit lower than the sea level will be the flooded if and only if:
  • It is orthogonally connected to the ocean (either directly or through an orthogonally connected path of other flooded cells), with no sea wall (given red border) blocking the connection.
Sea walls are only built where needed, so any given sea wall will always separate a flooded cell from a lower-than-sea-level dry land cell.

Additionally, the landmass (region of dry land) must be orthogonally connected.

Clues:
  • A clue in a flooded cell indicates the depth of the water
  • A clue in a dry land cell indicates the minimum integer amount of global sea level rise needed to cause the cell to flood

Unusual idea, delightful puzzle

Exceptionally well designed multi-stage (and multi-dimensional, really) puzzle with an innovative and intriguing ruleset - hope to see more of it in the future, as I'm sure the ruleset has more logic to offer than this puzzle covers.

A word of advice for other solvers: Use not two colors (like the example), but three to mark the landscape - water, higher land, and basin (land below sea level, consider using orange as most below-sea-level basins in the world are desert). If you don't have multicolor, you might need two additional temporary colors - undetermined type of land (either higher or lower = yellow), undetermined type of low elevation (either water or basin = purple).

It's a bit nitpicky, but the rules should clarify that the given sea walls are the only ones to be had - that is, the solver is not allowed to add their own sea walls.

I tested this for Magnus. A really fun puzzle with some unusual deductions for a Sudoku!
