Digits may not appear a chess knight's move away from the same digit. Digits along an arrow sum to the digit in the circle. Gray cell is greater than orthogonally adjacent neighbours.

I have tried every possible combination of two rows/columns without finding the solution code. The puzzle is simple, but the solution code needs to be described.
