X-Sums
Clues outside the grid are the sum of the first X cells in the corresponding row/column, where X is the digit in the cell nearest to the clue.

Thank you all for the kind comments :) I did toy with the idea of a Dutch flag above the grid as a rule reminder - haha - the downside was the colours looked 'off' in some browsers.

This is exactly the kind of puzzle I like - the constraints work their magic on the logic across the entire solve, right down to the final disambiguation. Lovely!

Really nice puzzle! Just wanted to say that, despite having read @Hajuhn's comment beforehand, I too got stuck midway through the puzzle before remembering the dutch flats condition haha...
