Fillomino: Divide the grid into regions of size 1-9. Regions of the same size may not be adjacent. The digit in each cell is the size of the region it belongs to.
Filloku: Regions of the same size cannot share a row or column.
Arrows: Cells with an arrow indicate how many region borders there are in the direction of each arrow. There is a border any time two adjacent cells belong to different regions.

Great puzzle! These fillokus are a lot of fun to figure out, a very nice combination of rules that leads to many new interactions.
