W1DEMAN for his fantastic [159] Series, which inspired this puzzle.
In our recent conversations, we discovered that we both happened to publish puzzles last November around a similar idea, but with very different executions. It seemed only right to create the child of those two puzzles, which combines the two executions to present the idea again in a fresh way.
I would strongly recommend solving a handful of
W1DEMAN's [159] puzzles before attempting this.

Normal Sudoku rules apply.
[159]: digits in positions 1,5,9 of a box index which positions of that box the digits 1,5,9 respectively are placed.
[Clarification: if the digit N appears in position 1 of a box, then 1 appears in position N of that box, and the same applies to 5s and 9s. For example, if r1c1 is 6, then this indicates that r2c3 is 1.]
Arrows: digits along an arrow sum to the digit in that arrow's circle.
Killer: digits in a cage must sum to the given total.

Consider what the sum of all blue indexing cells must be.
Once you have discovered this, the puzzle becomes an exercise in analysing degrees of freedom.
You will be aiming to maximise certain digits, and you should recognise the impact of maximising some digits on how much you can maximise others.
For example, can r3c3 and r3c6 be an 89 pair? And can r3c3 and r6c3 be a 69 pair?
Break the puzzle into systems and try to maximise digits within those systems. For example, boxes 3, 6 and 9 can be considered as one system.
Once you have eliminated all degrees of freedom, the puzzle should fall apart fairly easily.
