This puzzle was set for bellsita's birthday.

This puzzle uses a little killer constraint which is directly inspired by the Psycho Look-and-Say Killer Cages invented by dumediat and bellsita. It also uses the restriction on claimed digits which appears in Checkered. Solving the other psycho clue puzzles can be helpful to solve this puzzle – I'd recommend solving them anyway, they're excellent!

Rules:

• Normal Sudoku rules apply.
• Region Sum Lines: Digits on a blue line sum to the same value in every region the line visits. Different lines may have different sums.
• Psycho Look-and-Say Little Killers: Digits along the indicated diagonal from pink arrows point to boxes in the grid and provide a referred cell which is in the same position in both boxes. The number with the arrow should be read as a look-and-say number, which says the exact number of times a digit appears in the cells referenced by that arrow (eg, a '23' clue means there are exactly two 3s in the referenced cells). Digits placed along the diagonal do not count towards the look-and-say total unless they are self-referencing or referenced by another digit in the diagonal. Digits may repeat along the diagonal if allowed by other rules.
• As a variant rule for this puzzle, if an arrow "claims" a cell as part of its look-and-say clue, that cell may not be claimed by any other arrow. For example, if r4c6 was an 8, it could be claimed by either r1c3 or r7c9 being a 5 (both cells could not be 5). This rule does not apply to cells that do not contribute to look-and-say clues. For example, the "36" and "39" arrow diagonals could contain digits that point to the same cell containing a 5, since that does not contribute to either clue.
