The state border is drawn as a green German whisper line. The blue line shows the river Rhine as it flows through the country or along the border and is a Region Sum Line. The pink colored line shows the Moselle, a tributary of the Rhine and is also a Region Sum Line. The region sum values do not have to be identical.
The two killer cages are connected to the rivers, i.e. the total from the "Rhein" cage is identical to the region sum from the Rhine. The "Mosel" cage has the value of the Moselle region sum.
I estimate the difficulty between 2 and 3 stars with a tendency towards 3 stars. Have fun!
Rules
- Normal Sudoku rules apply.
- German Whisper: Adjacent digits along the green German Whisper line must differ by at least 5.
- Region Sum: The blue and pink lines are Region Sum Lines. The sum of the digits in a line gives the same value (M for blue, N for pink) in every box it runs through. The M value of the blue line and the N value of the pink line do not have to be the same.
- Killer Cages: The sum of the "Rhein" cage is equal to M, the sum of the "Mosel" cage is equal to N.

Weirdly I struggle more with the sudoku part than the variant rules.
Anyway, nice puzzle and I did enjoy especially workin out the variant part.

Do not have to be identical is a bit ambiguious..... must be different isnt.... furthermore it is easy to deduce that M and N must be different, other than that it is a very beautiful construction !

I'm happy you liked it. Better to complete the rules description than to forget something, also you are right it is easy to see. Not sure if someone would ask about M and N otherwise :-)
