Cells on thermos contain a digit from 1 to 9, and digits must strictly increase along thermos. Considering a cell with a digit N as a building of height N, a digit outside the grid indicates the number of buildings that can be seen from the perspective of that digit. A building obscures all buildings of equal or lesser height behind it.
CLARIFICATION: The thermos with bulbs in R2C9 and R3C10 both have their tip on R2C10.
