Normal Sudoku rules apply. Every digit on the green and yellow rings (rings 2 and 3) must see its box number by a knight's move (in chess). The digit in the center of the puzzle must see itself 4 times by a knight's move.
As an example, since R8C8 is on the green ring and is in box 9, there must be a 9 in either R6C7, R6C9, R7C6 or R9C6. These are the only 4 cells R8C8 can see in a knight's move.

Yes, you are correct. Since since digits are in box 4 (and on the green or yellow rings), they must see a 4 via a knight's move. I will add an example to the description.
