Standard Sudoku Rules apply to the final numeric layout.
Single numbers outside the grid indicate the length of the longest invisible thermometer somewhere in that row or column, with digits strictly ascending exactly and only that length from the direction of the outside number before being terminated by a lower digit or the edge of the grid.
If a row or column has two or more longest thermometers, the number of such thermometers is indicated in brackets. For example, a 3[2] means there are two places in the row or column where the digits strictly ascend for exactly three cells, and those are the longest thermometers.

Very nice! I solved it on paper because I wanted to draw inequality signs between cells; I don't think F-puzzles or the CTC-app allows that. (Penpa does, but I didn't think of it until after I solved the puzzle.)
BT: That probably would have helped me as I test-solved it, ha ha. Wasn't always "fun" trying to keep in my head the places where numbers should increase or decrease.
