Lösungscode: If the solver's family name begins with English letters A-M, list the numbers in column 7 from TOP TO BOTTOM, then on the 28 and 17 diagonals, moving away from the arrows (18 numbers total). If the solver's family name begins with English letters N-Z, list the numbers on the 29 and 16 diagonals, moving away from the arrows, then column 3, from BOTTOM TO TOP (18 numbers total). HINT: The solution code must be the same no matter what your name is.

Very nice puzzle! I assume the title was inspired by Simon's recent comment on CTC about how setters shouldn't attempt to create a puzzle featuring Mobius Strips? :)
Maybe if some people like the puzzle, and suggest it to Simon, he can have a laugh about it in a video. 8-) Peace to you. -Will Power

I understood the hint and did color coding, then stalled. I said to myself, "This is a Will Power puzzle and you love those. They always work out beautifully, get in there and solve it." I did. Thank you.
@MarthaB Thanks for your tenacity and the comment. This one is slightly more difficult than most of mine. I originally gave it a 3-star. Puzzles must require a bit more to make 3 stars stick. I hope you enjoyed it when you were done. -Will Power

After I read the instructions a few times and realised what was going on, I concluded that this is one of those puzzles that I'm going to remember - a lovely idea :D
