Normal sudoku rules apply. Digits in cells connected by a black dot are in the ration 2:1. Digits in cells connected by an X sum to 10. If a cell is colored and one of the constraints apply (black dot or X), then the symbol must be there. Cells that are a king's move apart in chess cannot contain the same digit.
The colored cells are the prime factors of two different numbers (connected cells are meant to be read as two-digit numbers). Boths numbers divided by 1000000 are coordinates to the third location; red is latitude and blue is longitude.

What does it mean "the symbol must be there?"
edit: oh is this your way of saying it's a negative constraint but only on and around the colored cells?

Apologies, one of the boxes was miscolored. The issue is fixed now.
