Standard Sudoku Rules apply to the final numeric layout.
Color the entire grid into three regions, such that each region is connected to itself orthogonally, does not touch itself diagonally, and does not create any 2x2 block. (Yin Yang rules, but with a third region.)
Digits in cells with arrows indicate the number of times the color (region) changes in the direction of the arrow. Not all possible arrows are given.
Between Lines: Digits on a line must have values between the digits in the circles.
The circles of a Between Line will both be the same color, while the line will be both of the other two colors only.

Wow, what a great puzzle! The way all 3 clue types tie together is absolutely beautiful. With such an intimidating ruleset, I was expecting a multi-day mental showdown, but my solve time was actually just 108 minutes with distractions. The break-in requires some tricky geometric reasoning (as expected with yin-yang), but afterwards the difficulty eases up a little and the solve is smooth from start to finish. The only time I was stuck for more than 5 minutes was near the very beginning.
I love the twists a third color allows with yin-yang rules, but the arrows are the real stroke of genius here. My favorite moments were when surprising numbers landed on powerful arrows and completely warped my knowledge of the color layout! Truly a delightful challenge and an exquisite design.
It's a travesty this puzzle didn't get much attention - it definitely deserves more! I think some people are less comfortable with Penpa (I know I am), so I provided a SudokuPad link at the top of this comment for visibility. I recommend adding it in the puzzle description and I'll see if I can generate some more traffic for you :)

BT: Can you direct me to how a person CREATES a puzzle on SudokuPad? I've been to the site and can't find a way...

A few people have written scripts to convert f-Puzzles or Penpa puzzles into SudokuPad. So you use those tools to the set the puzzle, then import it into SudokuPad. For example - https://marktekfan.github.io/sudokupad-penpa-import/

Absolutely beautiful puzzle. I love Yin Yang puzzles and the new logic required for this one was tough but very nice. Well done. And I agree, more should solve this one!
