The grid consists of 4 6x6 mean minis. The coloring in the grid is to indicate the boundaries between those four puzzles. Each of these 6x6s contains precisely 6 of the digits 1-9, and those digits obey sudoku rules, that is, they do not repeat within rows columns or boxes.
The lines in the grid are region sum lines. For each line, digits on the line have an equal sum N within each box it passes through. If a line leaves a box and reenters it, the count resets.
Additionally, within adjacent regions in different grids, digits may not repeat within a row or column. For example, r5c1 cannot contain the same digit as r8c1, but could contain the same digit as r9c1.

Another cracker. I got snarled up at the start through a basic lack of numeracy, but once I'd righted my wrong it flowed delightfully.

Very original puzzle ! I spotted the place where I had to start looking quite immediately, but then I made a stupid error in the options, which made me do some unnecessary calculations until I realized how easier you had intended it... Great stuff as always !
