Yes. Any German Whispers line would count as an Alternating. It could also be called "peaks and valleys".
For example: 4-3-7-6-9-2 would count because 4 is the max of 4 and 3. 3 is the min of 4, 3, and 7. 7 is the max of 3, 7, and 6. 6 is the min of 7, 6, and 9. 9 is the max of 6, 9, and 2. 2 is the min of 9 and 2.
r6c3 is adjacent to 3 cells by orange line so it will either be the lowest of all of them, or the highest of all of them.

What does “Digits along the orange line are either a local minimum or maximum. [Alternating]” mean?
Is it kinda like German Whispers, but without the 5 rule? i.e. each alternating digit must be 1-4 (low) or 6-9 (high)?
