Normal sudoku and arrow sudoku rules apply.
In addition, circles that are placed on the intersections of cells show the digit of highest value within the surrounding four squares, and that digit must show up exactly once with no repeats.

At first glance it *looks* harder... but it's actually a smooth ride till the end.
