Normal sudoku and arrow sudoku rules apply.
In addition, circles that are placed on the intersections of cells show the digit of highest value within the surrounding four squares, and that digit must show up exactly once with no repeats.

I made this puzzle a while ago but this is my first time publishing one online, so I hope you enjoy!
