- Every digit from 1 to 9 appears once in every row, column, and region. 9 regions are to be determined. Every region is a set of 9 orthogonally connected cells.
- Each circle represents a Watchtower of height X, where X is the circled digit. Each Watchtower sees exactly X cells (including itself) in its row and column combined. The view of a Watchtower is blocked by any digit greater than X.
- All digits overseen by a Watchtower belong to the same region as the Watchtower. Any digit blocking the view of a Watchtower is found in a different region to the Watchtower.
- Cells across white dots are found in separate regions, and contain consecutive digits. All dots following both these rules are given, except if they would be found adjacent to a Watchtower.

Very nice puzlle with a well laid start. The later part took me more time to figure out but a very fast ending after a certain circle got disambiguated. Thanks.
