Wow! What a journey. I enjoyed this immensely. I hadn't run across the numbered rooms before. It took a second to get all the implications, but then it was a hoot to solve. I particularly like how the arrows interact with the extra rule. Thanks for sharing!!

Very nice.
I had no problems to understand the rules, but after reading the comment and re-reading the rules I agree.
IMO it should read "Inside the grid normal sudoku rules ...." and maybe "A digit outside the grid has to be placed ...".
If I hadn't known numbered rooms before, I hadn't understood the rules or at least would have had problems with it.

was ist mit den nicht-Kreisen ausserhalb? Dürfen sich dort Ziffern wiederholen, die bereits auf den Pfeilen vorhanden sind? Und gelten die Regeln (keine doppelten Zahlen) auch außerhalb des Gitters?

Indeed, the implication about "digits along arrow can repeat" still applies for the arrow cells outside the grid since outside cells don't need to follow sudoku rules, so for example the 3 cells arrow in row 7 box 9 could happen to be 4=1-2-(1) arrow.
