Battle With The Archers 32: Central Targets

Numbered Room has been on a hot line recently with so many cool ideas produced out so I did feel really bad at myself at one point for joining the crew too because of the potential repetitive reasons, but this one idea has also been making me interested for a long while and I actually wanted to make it work at the end so I eventually decided to do so and finally got a result at the end. (I may not want to touch the variant again soon in the future :P)
This puzzle is inspired by Phistomefel's lovely X-sums arrow puzzle and my funny X-sums parity line puzzle, difficulty should be anywhere between 3/5 and 4/5 so I hope you enjoy!
(The reason I want to share it earlier than expected is because that after this puzzle, there won't be any new puzzle from mine in the next couple of weeks due to some personal problems, but it'll be sure that I shall come back soon at certain point :} )
- Normal Sudoku rules apply for the 9x9 grid: every row, column and 3x3 box contains digits from 1 to 9 each once.
- Digits along an arrow must sum to the digit in the circle cell attached to that arrow. Digits along an arrow can repeat if allowed by other rules.
- Some arrow cells go outside the grid, and all of them act as numbered room clues. A digit in a numbered room cell (i.e. arrow cells outside the grid) has to be placed in the Nth cell in the corresponding direction of that row/column, where N is the digit placed in the first cell. For example, if R1C1 is a 2 and R1C0 (on the left) is 3 then R1C2 must be a 3.
Due to the fact that outside arrow cells don't need to follow sudoku rules in the 9x9 grid, the implication about "digits can repeat on arrows" applies for outside grid as well, so it's possible that the 3 cells arrow in row 7 box 9 can be 4=1+2+(1) with repeated 1 on the arrow.
Puzzle: (you may want to disable the "Highlight Conflicts" option for the F-puzzle case)

Really nice puzzle! It took me a while to fully realize what was going on, but I really enjoyed even trying to figuring things out. Lovely solve!

Wow! What a journey. I enjoyed this immensely. I hadn't run across the numbered rooms before. It took a second to get all the implications, but then it was a hoot to solve. I particularly like how the arrows interact with the extra rule. Thanks for sharing!!

Very nice.
I had no problems to understand the rules, but after reading the comment and re-reading the rules I agree.
IMO it should read "Inside the grid normal sudoku rules ...." and maybe "A digit outside the grid has to be placed ...".
If I hadn't known numbered rooms before, I hadn't understood the rules or at least would have had problems with it.

Thank you very much for solving and the meaningful feedback! Unfortunately, you're right about some of the wording in this one, I was a bit too hasty while writing the rules without noticing some specific cases that can cause confusion to some of the solvers.

was ist mit den nicht-Kreisen ausserhalb? Dürfen sich dort Ziffern wiederholen, die bereits auf den Pfeilen vorhanden sind? Und gelten die Regeln (keine doppelten Zahlen) auch außerhalb des Gitters?

Indeed, the implication about "digits along arrow can repeat" still applies for the arrow cells outside the grid since outside cells don't need to follow sudoku rules, so for example the 3 cells arrow in row 7 box 9 could happen to be 4=1-2-(1) arrow.
