Feeling inspired by zetamath's Keep Talking [And No One Explodes] I got an idea for this puzzle. Also later I realized that there's a similar Chaos Construction by Phistomefel. The difference is that in my ruleset the cell with the sequence count doesn't include itself.
Rules:
For example if r9c9 was a 2 then r7c9, r8c9 and r9c9 would be in the same region, but r6c9 would be a part of another region.

Wow ! I litterally got caught in the eye of this stormy sudoku ! Blew me away in a great variety of fashions, and i'm still floating in the air after several hours of battle with this one. What an incredible puzzle, probably one of the hardest chaos construction I have tried so far ! Don't know if i got all the intended "elegant" deductions, but I feel very very satisfied with this one ! Thanks +++

Clarification: "exactly n cells in the arrows direction" - can these n cells be interrupted by another region or do they have to be connected? And if the latter, can there be another (non-connected) sequence of cells after those n cells that belong to the same region?

They have to be connected and there can be another (non-connected) sequence of cells after those n cells that belong to the same region.
For example if r7c4 was a 3 then the 3 connected cells are r7c567 and there's theoretically nothing stopping r7c9 or r7c3 from being in the same region.

Very cool puzzle! I love the way you need to rotate between regions geometry logic and sudoku. Also that given digit 8 is doing insanly surprising things!
