@SudokuExplorer: Thank you for the question! Two orthogonally adjacent cells that lie in different regions have to be spearated by a wall. Sorry for the unclear formulation!

Regarding rule 3, it says that each wall separates two orthogonally-adjacent cells part of two different regions. So does that mean that there may be a pair of orthogonally-adjacent cells part of different regions which are not separated by a wall?
