Cells on each side of a black kropki dot have a ratio of 1:2
All possible black dots are provided.
Red cells are row-index cells. i.e. If the digit N appears in a red cell in column A, then the digit A must appear in column N for the same row.

This puzzle has multiple solutions...that is only if you forget about the negative restriction of the kropi dots like I did the first solve...
