Normal sudoku rules apply. Digits connected by a white dot are consecutive. Digits connected by a black dot have a ratio of 1:2.
Digits connected by a gray dot are known to satisfy both conditions. (Note: white/black dots also may satisfy this but it is not known.)
This sudoku lives on a torus. Therefore, dots may appear on the border of the grid (e.g., the first white dot at the top of the grid says R1C1 is consecutive with R9C1). Not all colored dots are given.
Further, since this is on a torus, 9 and 1 are considered to be consecutive with each other.

Got ~80% through before I realized I was completely ignoring the "9 is consecutive with 1"............sigh
@e7odie: oh no!! Yes I put it in a separate "paragraph" for that reason (and in the title!). But hopefully your comment will remind other solvers the same thing. Hope it didn't mess up too much!
