Two killers are on the loose in a city full of skyscrapers- solve the puzzle and help the Sudoku Police catch them!
Normal Sudoku rules apply. Digits along an arrow must sum to the number in the bulb (in the case of a 2-digit or 3-digit bulb, the number must be read from left to right or top to bottom). Digits in a cage cannot repeat and must sum to the cage's given total. Digits along the marked diagonal must sum to the given total; these digits can repeat if allowed by normal Sudoku rules. Each number outside the grid is a "skyscraper" clue; thinking of the numbers in the final solution as heights of buildings, an outside clue represents how many "buildings" can be seen from outside the puzzle on the appropriate row or column.

Either I missed a solution idea, or it's harder than 3 stars. I like multi-digit-arrows.
