"Read-outs can not be repeated in cages" means that the richterscale read-outs between different cages cannot be the same, even if they are on the same ring? For example, if the readout of a cage is 6.3, even if it is on the same ring, there can be no cage with the readout of 6.3, and there are no other cages with the readout of 6.3 in the whole grid?
I'm not sure whether the misunderstanding is caused by the translation problem, and whether it is the original intention of the puzzle, but this constraint really helped me solve the puzzle successfully.
~ That is indeed what it means. When there is a 6.3 in a cage, it can not be anywhere else, and you definitely need this information for this particular solve. I unfortunately don't have control over what a translation would look like
-I successfully solved several puzzles without using this rule, so I accidentally forgot it. This constraint seems to be necessary for this puzzle, because if it does not arrive, it seems that it will lead to a deadly pattern in the end.

It looks like some of the cages don't have values. Am I missing something?
~ Not all cage values have to be known to solve this Earthquake. The rings and the fact that read-outs can not be repeated are very important for solving. The first Earthquake, #3 or the Mini Earthquakes are easier Earthquakes which can be found amongst my puzzles.

Just a thought, what's in the centre of the Sudokutown? Why 9 always lived there? Did he think the earthquake was just another massage?
