Green lines are German Whispers lines: two adjacent digits on them must have a difference of at least 5.
Digits along an arrow (grey lines) must sum to the digit in their corresponding circle and may repeat if allowed by other rules.

A very nice puzzle with (for me) new insights into German Whispers. I've always suspected that this constraint has unexplored implications
