Standard Sudoku Rules apply to the final numerical layout.
An Arrow in a cell indicates that the cell's value is N, and the Nth cell in the direction of the arrow will have a digit that is consecutive to N. For example, a cell with a 4 and an arrow means that the fourth cell in the direction of the arrow will be either 3 or 5. All possible arrows are indicated.

Setter's Notes :: January 25, 2021 :: Once I got the main idea in my head, I think I experimented with about two dozen of these, many of which "collapsed" almost instantly and with far too many digits that required no thought. I'm fairly satisfied with this one, which is why it's here. Probably a 3-star effort.

I remembered doing this when it came out and breaking it twice. When I saw Richard commented on it, I wondered how this would work if a Chaos component would be thrown in the mix.
